Where asbestos can be found

Asbestos was a commonly-used building material in the decades leading up to the millennium, and many in-use utilities premises may have asbestos or asbestos-contaminated materials still present today. Buildings used by electric, gas and water companies, including power plants and offices which were constructed pre-2000 must be surveyed for asbestos risk to ensure future health problems can be avoided.

The removal of asbestos containing materials and the legislation surrounding whether asbestos containing materials can be removed immediately or whether removal is subject to an enforcing authority notification period, generally depends on the type, use of and condition of the asbestos containing material.

Bonded asbestos materials are asbestos materials whereby asbestos fibres are bonded in a matrix and as such the chances of releasing asbestos fibres is reduced. Typical asbestos content is not normally greater than 3% asbestos. When removing asbestos cement goods an enforcing authority notification is generally not required unless:

  • Friable debris is present
  • The asbestos cement is fire damaged

Other examples of bonded asbestos containing materials where an enforcing authority notification is not required include bakelite, toilet cisterns, toilet seats, marley tiles or thermoplastic floor tiles.

Fibreous asbestos containing materials are such that the asbestos concentration is typically quite high I.E. up to or even greater than 30% asbestos. Such products were normally used as insulation or fire protection. An HSE Asbestos Licence and 14 day notification is generally required to work with these asbestos products. Such licenced asbestos containing materials may include:

  • Asbestos Insulation Board or AIB
  • AIB soffits
  • AIB ceilings
  • AIB panels
  • AIB packers or shuttering
  • Asbestos insulation
  • Asbestos pipe insulation (HARD SET or SECTIONAL)
  • Sprayed asbestos insulation (FLOCK)
